Approved Document Q

Approved Document Q will come into force from the 1st of October 2015. The document gives guidance on how to comply with requirement Q1 of the Building Regulations.

2015 New Staff Update

2015 has already been a busy year for BBS, with fourteen new starters, across four offices, having joined the company since January.


We would like to welcome to the London offices our new Building Control surveyors. Brian Mondesir is now covering parts of South East and South West London, Tom Towler in South East London and North Kent, Lee Jones in Essex, Balraj Singh in East London and Steve Allen in Oxfordshire and Berkshire.


Vithurshan Rasiah has joined us as a trainee Building Control surveyor and Yemi Asimolowo a surveyor for parts of South East London and also as Team Leader for the East London team. The East London office has also taken on Darcy Bellamy as a new receptionist and Natasha Gibberd has joined the administrative team.


Our Head Office in Tunbridge Wells has appointed Ashley Baker as a new Building Control surveyor for parts of Surrey and Sussex. Liam Seamer has joined the Environmental team as a trainee SAP assessor and Sian Tickner has joined the Building Control administrative team.


Our Truro office also has two new appointments: Steven Sheppard, Building Control surveyor for South Devon and Rachael French as an administrative assistant. 


We are pleased to welcome all the new members of staff to BBS and, with their assistance and expertise, look forward to the Company’s continued growth.

Wheels Around the Weald 2015!

BBS Wheels Around the Weald TeamHospice in the Weald
is a charity local to BBS’ Head Office in Lamberhurst, Kent. The charity provides support for people with terminal illnesses, and their family and carers, in the Kent and East Sussex area. No charge is made for these services which are provided on the basis of need rather than ability to pay and the hospice relies on donations to fund their vital work.

On the 18th of April 2015 BBS sponsored the 4th Annual Wheels around the Weald cycling challenge to raise money for the charity. The cyclists took part in 15, 40 and 80 mile cycle routes around the Weald, peddling their socks off to help raise donations for a worthwhile cause.


The event brought together 330 cyclists and raised over £20,000- almost enough funding to run the Hospice in the Home Service for a whole week providing pain relief and symptom control to patients with a terminal illness, and support to their families and carers, in their own homes.


The sponsorship from BBS also means that out every £1 raised at Wheels around the Weald 90p will go directly to patient care and support for their families and carers.

Energy Saving Opportunity Scheme (ESOS): The deadline is getting closer!- 5th December 2015

The deadline for submitting your ESOS assessment is getting closer!

UK organisations must report compliance for the Environment Agency's mandatory energy assessment scheme, ESOS, by 5th December this year.


Generally speaking, organistaions with more than 250 employees must consider their entire energy useage over a 12 month period. This includes: buildings, transport and commercial processes. The ESOS assessment must gain board level sign off and be verified by a Lead ESOS Assessor.

The Abolition of the Code for Sustainable Homes

Code for Sustainable HomesOn Wednesday 25th March 2015 a Written Ministerial Statement was issued which sets out the conclusions to the government’s Housing Standards Review. The Statement was timed to coincide with completion of the passage through Parliament of the Deregulation Bill 2015 which we understand will shortly receive Royal Assent.

The Statement makes it clear that from the date the Deregulation Bill 2015 is given Royal Assent, the government’s policy is that planning permissions should not be granted requiring, or subject to conditions requiring, compliance with any technical housing standards other than for those areas where authorities have existing policies on access, internal space, or water or energy efficiency.

Where there is an existing plan policy which references the Code for Sustainable Homes, or where there are existing specific equivalent policies on water or energy efficiency, authorities may continue to apply a requirement for a water efficiency standard equivalent to a forthcoming new national technical standard, or in the case of energy, a standard consistent with the policy set out in the following paragraph concerning energy performance.

The Construction (Design and Management) Regulations 2015

The Health & Safety Executive (HSE) consultation on the replacement of the CDM Regulations 2007 commenced on 31 March 2014 and ended on 6 June 2014. The new Regulations will come into force on Monday 6th April 2015. The draft Legal (L) Series guidance was published on 9th January in order to help anyone who has duties under the Regulations to prepare in advance.


  1. Removal of the CDMC role and the introduction of a new role of the Principal Designer;
  2. Domestic clients (homeowners) no longer exempt;
  3. Removal of the Approved Code of Practice (ACOP);
  4. Threshold for notification amended;
  5. Appointment of Duty Holders (Principal Designer & Principal Contractor);
  6. Replacement of the competency requirements;
  7. Transitional arrangements.

  • Consultant Principal Designer - the provision Principal Designer consultancy services to designers appointed as Principal Designer.
